For two decades, the MQ-9 Reaper has been the workhorse of American drone warfare, conducting strikes and surveillance from Afghanistan to the Middle East. But the era of the Reaper may be drawing to a close, as the US military pivots toward a new doctrine: fielding large numbers of inexpensive, semi-disposable drones rather than a few exquisite, costly platforms.
This month, General Atomics unveiled the Wildfire Unmanned Aerial System, a next-generation medium-altitude, long-endurance drone designed to address critical shortages in the US military's reconnaissance and strike fleet. The announcement aligns with the US Department of Defense's Defense Innovation Unit (DIU) proposals for the Massed Modular Aircraft (MMA) program, which aims to replace the MQ-9 Reaper.
The urgency stems from the Reaper's growing vulnerability. The aircraft has suffered severe attrition, reportedly losing at least 45 units—roughly a quarter of the US fleet—during the Iran war, following earlier losses to Houthi forces in Yemen. With the production line closed since 2025, each loss is increasingly difficult to replace.
The cost of vulnerability
The Reaper was designed for an era of uncontested US air superiority, prioritizing long loiter times and payload capacity over stealth and defensive systems. But modern adversaries, from Iran to the Houthis, have acquired mobile surface-to-air missiles and electronic warfare capabilities that can target the slow, infrared-signature-heavy drone with devastating effect.
According to a March 2026 article in Task & Purpose by Kyle Gunn and Nicholas Slayton, the Reaper occupies a vital operational “Goldilocks zone” as a proven, reliable intelligence, surveillance, and reconnaissance (ISR) platform. The US Air Force and Marine Corps are extending its utility through modernizations, including extended-range fuel pods for 30-hour missions, electronic warfare pods, and advanced standoff strike munitions.
However, the cost of losing a fully equipped MQ-9 can reach up to US$50 million, depending on the sensor package. In the low-threat environments of the Global War on Terror, such losses were acceptable. But in today's contested battlespaces, they are not.
The shift to attritable mass
The Pentagon's new approach is encapsulated in the DIU's MMA program, which mandates a cost-effective, scalable platform capable of autonomous swarming, carrying a 1,270-kilogram payload, and executing extended missions in high-risk environments. General Atomics claims the Wildfire exceeds these requirements, with an 18,520-kilometer ferry range and integration of Long Range Anti-Ship Missiles (LRASM).
While the DoD targets an initial operating capability for 2031, General Atomics asserts the Wildfire can be fielded years earlier. Company officials frame it not merely as a disposable Reaper replacement, but as an immediate, heavily armed combat backfill.
This shift reflects a broader trend in modern warfare. Javid Ahmad and Colin Clarke argue in an April 2026 Cipher Brief article that the era of relying on exquisite, multi-million-dollar platforms is giving way to cheap, mass-produced attritional warfare. Conflicts in Ukraine and the Middle East are increasingly dominated by inexpensive, expendable systems that overwhelm advanced defenses through sheer numbers, imposing unsustainable costs on air and missile defenses.
Harrison Kass, writing in The National Interest in June 2026, notes that the US military is prioritizing attritable mass over expensive invulnerability, particularly to operate in heavily contested airspace, including China's advanced anti-access networks. Crucially, the US Air Force demands an open software architecture, eliminating costly vendor lock-in and enabling continuous updates without relying on proprietary contractor systems.
Still, significant doubts remain about the US's ability to quickly transition. The Reaper remains operationally valuable precisely because of the capabilities that also make it expensive and difficult to replace. As the Pentagon navigates this transition, the lessons from Ukraine and the Middle East—where drone campaigns have reshaped strategic battlegrounds—will likely inform the design and deployment of the next generation of unmanned aircraft.
The Reaper's successor may therefore look less like a single exquisite platform than a fleet of smaller, cheaper and highly adaptable semi-disposable drones. For the US military, the goal is no longer to build aircraft that never get shot down, but to build so many that losing some no longer breaks the force.
